Position : Junior / Mid-Level M&E Specialists

Integra is seeking Junior and Mid-level Monitoring and Evaluation (M&E) Specialists to provide technical support, activity implementation and quality control under current and anticipated activities. These specialists (Junior or Mid-level) will report to the Director of MEL. This position is to provide short-term technical assistance and will require international travel (COVID restrictions dependent).

Responsibilities

• Design and implement innovative MEL and CLA activities and approaches leveraging data and evidence for donor decision making and programming;
• Serve as a team member on current and future MEL, KM and/or CLA activities;
• Provide support to clients in developing Performance Management Plans (PMPs);
• Guide the design and implementation of the collaboration, learning and adapting (CLA) activities, including learning agendas, pause and reflect sessions, workshops and trainings; and
• Provide technical assistance and support of Integra teams working on MEL projects.

The M&E Specialist will have expertise and experience in the following: 

• Collection and/or analysis of aggregate and, where feasible, sex-disaggregated economic and governance performance data; 
• For USAID activities, support for the creation of project or activity level performance indicators and regular performance monitoring through indicators; 
• The methodology, accuracy, and timeliness of data collection and reporting for USAID standard indicators; 
• Best-practice project or activity level evaluations; 
• Implement performance evaluations; 
• Conducting Impact evaluations; 
• Running cost- benefit analysis (CBA); 
• Randomized controlled trials; 
• Applied cost-effectiveness analysis for international development projects;
• Other innovative approaches to evaluation.

Qualifications

• Master’s Degree, plus two years (junior) or five years (mid-level) of professional experience;
• Degree(s) in one of the social sciences or international development with evidence of in-depth technical training in the area of MEL;
• Demonstrated expertise in MEL design and delivery, assessments, data analysis, visualization, knowledge management, management consulting, capacity building, and/or training;
• Knowledge and experience either in quantitative or qualitative research methods, with an understanding of qualitative data collection and analysis;
• Professional experience either as a team lead or as key staff on MEL engagements, preferably in developing countries, with high quality resulting deliverables;
• All applicants must have experience with USAID or MCC projects.

Position : Private Sector Engagement (PSE) Expert

Integra is seeking PSE Expert candidates who will serve as a PSE subject matter expert and provide support across all Integra’s projects and activities, including the USAID Learning, Evaluation and Analysis Project (LEAP) and Asia Emerging Opportunities (AEO).  Among our current PSE work, Integra is working with USAID/Middle East Bureau and its associated country Missions/Offices in the Middle East and North Africa (MENA) region to support the development and implementation of their PSE Action Plans. 

This expert will provide technical and managerial skills, working collaboratively with Integra’s clients, Chief of Parties (COPs), Associates, and team of short-term consultants.  

Responsibilities

• Support the development of PSE Action Plans;
• Support the implementation of PSE Action Plans;
• Conduct strategic reviews of current project portfolios to
  incorporate PSE;
• Develop and execute regular PSE trainings in Washington D.C.;
• Conduct or oversee Private Sector Landscape Assessments (PSLAs);
• Conduct PSE skills-building trainings;
• Facilitate the development of private sector relationships and partnerships;
• Contribute to thought leadership on PSE in areas such as conflict regions, change management, and ways to engage new partners.

Requirements

• Advanced degree in economics, business, international development, or another relevant discipline;
• Minimum 10 years of experience in providing assistance to USAID and/or other international donors and clients;
• Familiarity with USAID’s PSE Policy and strategy;
• Experience in private sector engagement, private sector development, relationship and coalition building, corporate partnerships, and/or best practices in international business;
• Experience in project management, leadership, and working as a member of team, with strong interpersonal skills;
• Experience developing and executing workshops, trainings, and/or listening tours;
• Strong writing and communication skills, with experience in technical report writing; 
• Demonstrated ability to exercise overall quality control, meeting high technical and editorial standards;
• French or Arabic skills are a plus.

 

Position:  Micro-Economic Specialist

Integra is seeking Micro-Economic Specialists who demonstrate expertise and experience in several the following areas: 

• Private Sector Development theory and practice; 
• Enabling Environment for Private Investment theory and practice as it relates to domestic firms; 
• Financial Inclusion theory and practice; 
• Gender and Economic Opportunity theory and practice; 
• Youth and Employment theory and practice; and 
• Sectoral Policy Research and Analysis.

The Micro Economic Specialists candidate should also have experience in applied political economy analysis (PEA) and systems-based approaches as they relate to the above areas of required expertise.

 

Position : Knowledge Management and Training Experts

Integra is seeking experts in Communications/Media and Training/Workshop Development to assist in interpreting the findings of Integra’s technical teams, and to lead design and implementation of capacity building workshops and other types of capacity building and knowledge sharing deliverables.  The experts must have experience with a broad range of stakeholders as well as experience adapting materials and training to a variety of contexts. 

International experience is preferred.

 

Position : Information Communication Technology (ICT) Specialist

Integra is seeking Information Communication Technology (ICT) Specialists who demonstrate and apply experience related to:

• ICT solutions, particularly in support of e-commerce and e-government initiatives;
• Assessing communications needs to improve knowledge-sharing;
• Delivering programs and training to promote efficient and effective technologies, or 
• Developing monitoring systems to incentivize results. 
• Developing country experience is preferable.

Deliver expertise and experience in the following: 

• Creating and managing digital platforms for communication of learning and experiences; 
• Creating communication products for the general public that present technical material in a manner that is clear and understandable; 
• Creating communication products for international agencies, preferably including experience with international donors; 
• Leading outreach to local and international stakeholders, resulting in new partnerships; and 
• Coordinating program level communication.
