A year after the government imposed a ban on Short Message Services (SMS) in the Kashmir Valley for “security purposes,” the numbers of cell phones has decreased,  but the demand for Internet enabled phones to access Facebook continues to rise.

Kashmiris avidly use the social media site, and last Friday it was the catalyst for the arrest of London-based BBC Urdu Services senior journalist Naeema Ahmed Mehjoor by the state.

Compared to June last year when the SMS ban began, the number of cell phone users in Jammu and Kashmir has gone down from 5,155,363 to 4,974,400 in April this year—a decline of 3.5 per cent.

Those Kashmiris who do own cell phones, however, want to use them to exchange messages and access social media sites like Facebook.

“After the ban on SMS services, every customer wants to purchase Internet enabled mobiles so that they can exchange messages on the move. Therefore the demand for the same is on a rise in the Valley as the Internet enabled mobiles are available at very cheap rates now,” says Ajaz Ahmed, an executive at a mobile shop there.

According to a study on social media usage by The Nielsen Company, nearly 30 million Indians are online where two-thirds spend time on social networking sites daily, more time than they do on personal email. 42 per cent of mobile users in India use their phones to go onto Facebook, according to the report.

A local, Jameel Bhat, says using Facebook on mobiles is a cheaper option. “I used to be in touch with my friend in Dubai through SMS but after the ban, I found making calls very expensive. Now, I chat through mobile as I cannot afford a computer and other Internet services,” he says.

Jasmine Kour, another avid Kashmiri Facebook user, also finds the social networking site a ‘good source of acquiring knowledge’ because it is easily accessible on her cell phone.

Access to Facebook on mobile phones has not always been easy though, as the state continually denies citizens access.

The cellular communication in Kashmir has been witnessing sharp ups and down since 2008. The most recent ban being in June 2010 when the government shut down the SMS service for the five month long agitation against killing of teenagers.

BBC World News LogoIncidentally, the BBC journalist, Naeema Ahmed Mehjoor kept the high response from the Kashmir people towards Facebook in view, using the social media platform as source for primary information.

This was until she was arrested by J-K police for “inciting violence and spreading disinformation,” on June 10th.

Mehjoor was booked under Section 66 of the Information Technology Act; using the IT for spreading dissatisfaction against the state.

She was taken in for her comment on Facebook, ‘Why did police kill this man in Lalchowk? Any reason?’ on June 6th. The comment was made the same day a man was killed in Srinagar’s Lal Chowk area by an unidentified gunman.

The man, police claim, was killed in a criminal conspiracy by three armed men and not police.

“As a journalist, I am working for peace,” she claimed.

Well-known broadcaster Mehjoor has been writing articles for local dailies about the 2010 unrest, where she would gain insight on Facebook to reflect the daily happenings. She also went public on her rejection to three-member Kashmir interlocutors’ invitation for a peace conference on the Kashmir problem.

This is another case where the combination of mobile and social media have helped to both push and pull information in civil society. Yet another example of how the oppressive states have attempted to circumvent citizens from accessing new technologies to control their freedom of expression and right to information.

Last week, Publish What you Fund launched their Make Aid Transparent campaign, which calls on aid donors to publish information on what they are doing with their development aid.

Over forty civil society groups from twenty countries around the world, pledge to call on governments and other aid donors to publish more information on how, when, where and why their budgets are being spent.

At the center of the campaign, whose members include Oxfam International, Transparency International, ONE, and eighteen groups from developing countries, is a petition aimed at donor governments to make their aid more transparent.

The message after signing the petition clearly illustrates their overall mission:

Your action will remind donors to keep their promises to make aid more transparent. And this in turn will help citizens around the world to benefit from better aid and hold their governments to account.

All of these organizations have been working to improve the transparency on how aid money is distributed and should be mindfully spent, as any scope for corruption and inefficiency should be diminished and eliminated.

One of the best ways to do this rarely costs a thing: transparency.

Last December, the State Department and USAID launched a Foreign Assistance Dashboard that helps U.S. citizens know more about how their taxes are being spent on foreign assistance. It provides a visual presentation of, and access to, key foreign assistance budget and appropriation of data for the Department of State and USAID.

The Make Aid Transparent campaign has a similar aim, but targets the spending of civil society groups to enhance transparency and accessibility for their donors.

Making the information available can also help citizens of developing countries know how much their governments are receiving and can push for it to be spent it in ways that really meet their needs.

The first petition handover is planned to present in Paris, at a meeting of Working Party on Aid Effectiveness (WP-EFF) in early July hosted by the Organisation for Economic Cooperation and Development (OECD).

The organization has other activities and actions that will take place through the year, with the campaign culminating at the High Level Forum on Aid Effectiveness in Busan, Korea from November 29 – December 1.

Announced last week, an application won second place in the Apps4Africa competition allowing citizens to record and report real time information on government corruption.

Launched last July in Nairobi, the Apps4Africa competition funded by the U.S. State Department, united the brightest African developers with social problems that could benefit from innovative mobile technology.

The competition attracted 20 entrants – each offering a unique approach to improving life in the region.

The second place winners, Kleptocracy Fighters Inc., developed a mobile application empowering citizens for fighting kleptocratic government officials using mobile technology. They received $3,000 USD and a Nokia N900 for the innovation.

Kleptocracy is a term applied to government authorities taking advantage of power positions to extend their personal wealth by appropriating public funds and goods through corruption, impunity, and political power.

Government corruption runs rampant in Kenya amongst other Sub-Saharan African countries. According to the 2010 Corruption Perception Index, Kenya received a score of 2.1—on a scale from 10 being very clean, to 0 being highly corrupt.

Kleptocracy Fighters (K Fighters) seeks to offset this by lending the crowd souring potential of SMS service, mobile phone applications, and web-enabled applications to report and record real time incidences of corruption.

The aggregated data reports are forwarded to legal and media partners to help publicize the cases of corruption, and lead to possible persecution.

 

 

 

 

This mobile application aims to help build trust, accountability, and transparency for those in developing nations lacking a trustworthy outlet.

K Fighters is an international organization headquartered in Delaware. The four founding members are from East Africa, the U.S., and Latin America, all choosing to remain anonymous for their personal integrity until the platform is finalized.

They have started pilot projects in Latin America and Africa to see if the platform is a scalable and sustainable model that can bring corrupt governments to justice.

Accountability Through Public Opinion Book Cover“Accountability” has become a buzzword in international development. Development actors appear to delight in announcing their intention to “promote accountability”—but it is often unclear what accountability is and how it can be promoted. This book addresses some questions that are crucial to understanding accountability and for understanding why accountability is important to improve the effectiveness of development aid. We ask: What does it mean to make governments accountable to their citizens? How do you do that? How do you create genuine demand for accountability among citizens, how do you move citizens from inertia to public action?

The main argument of this book is that accountability is a matter of public opinion. Governments will only be accountable if there are incentives for them to do so—and only an active and critical public will change the incentives of government officials to make them responsive to citizens’ demands. Accountability without public opinion is a technocratic, but not an effective solution.

In this book, more than 30 accountability practitioners and thinkers discuss the concept and its structural conditions; the relationship between accountability, information, and the media; the role of deliberation to promote accountability; and mechanisms and tools to mobilize public opinion. A number of case studies from around the world illustrate the main argument of the book: Public opinion matters and an active and critical public is the surest means to achieve accountability that will benefit the citizens in developing countries.

This book is designed for policy-makers and governance specialists working within the international development community, national governments, grassroots organizations, activists, and scholars engaged in understanding the interaction between accountability and public opinion and their role for increasing the impact of international development interventions.

For many of the 73 million registered voters in Nigeria, the decision they were faced with on election day was not just who to vote for, but how to cast their ballot safely.

This year’s election, only the 3rd national election held in Nigeria since military rule ended in 1999 was fraught with difficulties and confusion, including two postponements of the election after what officials call “logistical problems.” Previous votes- in 2003 and 2007 – were marred by allegations of widespread ballot stuffing, voter intimidation, and violence.

Amidst this backdrop, Nigerian voters turned to social media and mobile apps to help them make their voices heard.

Mobile phone applications and SMS were utilized to monitor and evaluate official election results and processes. Looping this information back to Nigerian citizens empowered their action and created an effective and transparent means for free and fair electoral processes.

One application called ReVoDa, is part of the EnoughisEnough (EIE) Nigeria’s RSVP campaign, and connected voters to monitor and evaluate the entire election processes. This is a medium where citizens could report incidents such as ballot box thefts, violence, the late arrival of Independent National Electoral Commission (INEC) officials, police behaviors, and ultimately, the election results. INEC officials are responsible for running the elections, thus they represented the voice of the people to the authorities.

With ReVoDa, EiE Nigeria had the potential to turns the 87,297,789 Nigerians with mobile phones, 43,982,200 with Internet access and 2,985,680 on Facebook into informal election reporters.

This allowed EiE Nigeria to send relevant information about the electoral process to registered users; and users can view and share reports of electoral processes with one another.

Subsequent to their connectivity, users could choose from the ReVoDa Mobile App or connect via regular SMS, the latter seems to a more popular alternative. Users would create a profile, enter their Polling Unit Code and Name and are then registered on the EiE Nigeria network.

A week prior to the polls opening, ReVoDa, was downloaded by over 7,700 people. Building on the reports received on April 9 for the National Assembly elections, they saw 466 new incident reports from ReVoDa users across 35 of 37 states – compared with 27 states the week before.

A similar program called ReclaimNaija has corresponding aims, but provides deliverable reports directly to the

ReclaimNaija logo corresponding electoral bodies.

ReclaimNaija uses FrontlineSMS to receive and send text messages reports, and Ushahidi to visually map the election reports. Alike to ReVoDa, ReclaimNaija makes it possible for citizens to monitor the electoral process and report incidents of electoral fraud.

Unlike ReVoDa though, ReclaimNaija has a direct line of communication with electoral officials. Instead of having a database that merely aggregates information and contains reports, they send the reports directly to INEC. By providing evidence of detrimental electoral processes, it can be combated and corrected.

Femi Taiwo, a member of INITS Limited, a Nigerian company that helped set up the technical side of ReclaimNaija’s monitoring system, says:

On election days, citizens have been frustrated by a number of things; missing names, seeing ballot boxes stuffed or even stolen and other electoral fraud and yet being unable to do anything about this. This time however, is the time to speak out”

ReclaimNaija uses FrontlinSMS or calling dedicated numbers in four major languages (Hausa, Igbo, Yoruba and Pidgin) as the gateway platforms to placing reports to promote electoral transparency.

Another difference between these two programs is that ReclaimNaija achieved a large amount of participation through voter education forums for community leaders, spread across Nigeria’s 36 states, and the capital Abuja. By engaging community based social networks, they ensured the information got across to large segments of society and has been crucial to RecalimNaija’s monitoring and evaluation.

During the January 2011 Voters Registration Exercise, ReclaimNaija received 15,000 reports from the public over two weeks, highlighting the importance to have a election monitoring service to offset problems and expose fraud.

The election registration process proved this; on receiving messages about problems such as lack of registration cards, ReclaimNaija was often able to communicate with the INEC, thus helping improve the efficiency of the registration process.

One message received through ReclaimNaija during the first attempt at the National Assembly election said:

more than half of registered voters here [in my voting station] couldn’t find their names… Is this an attempt to reduce the number of voters in Lagos?

These type of citizen based reports and monitoring systems have become a valuable source of information for the INEC to create an environment for fair and balanced elections. ReclaimNaija collate reports and send directly on to the INEC in real time.

“If the INEC hadn’t seen these reports they would not have known about the level of problems being experienced by Nigerians; there would not have been this kind of proof” says Linda Kamau, an Ushahidi developer was in Nigeria to see the launch of ReclaimNaija system.

Kayode R. Idowu, Chief Press Secretary for the INEC Chairman, responded positively to ReclaimNaija and citizens actively reporting incidents to the Commission, “…through SMS and voice calls on phones, or by emailing. Such reports should reflect useful details such as location, time and action involved in the incident, to enable the Commission respond appropriately”.

Clearly, there is a great power in leveraging the use of ICTs to ensure that Nigerian voices were heard in this past election and streamline the efficiency and safety of the electoral process.
