PROCUREMENT & SUPPLY CHAIN MANAGEMENT ADVISOR (SHORT-TERM)

Position: Procurement & Supply Chain Management Advisor

Location: Jakarta, Indonesia

Integra is managing the USAID Health Technical Assistance Project (USAID BANTU II), a five-year project. As a follow-up to BANTU I, BANTU II is the next-generation health sector support mechanism designed to enable USAID to continue engaging in effective and adaptive technical assistance while accelerating local ownership and Indonesian self-reliance goals.

Integra is currently seeking a Procurement & Supply Chain Management Advisor to provide supply chain strategy and technical expertise to USAID programs. The role includes supporting program management, monitoring and evaluation, and partner management, as well as providing technical guidance in the health supply chain sector. The Advisor will coordinate with international donors and the Government of Indonesia on procurement and distribution, leveraging the private sector to ensure efficiencies. Additionally, the Advisor will offer capacity building and technical advice to USAID staff.

This is a short-term assignment for six (6) months and will be based in Jakarta, Indonesia.

BACKGROUND

New HIV infections in Indonesia for those over 15 decreased by almost 50% in 2022 compared to 2010, but there was a slight increase among men who have sex with men (MSM). The general population has an HIV prevalence rate of 0.2%, while rates are alarmingly higher among MSM (17.9%), transgender individuals (11.9%), and people who inject drugs (13.9%). To achieve the 95-95-95 goals, ROP24 will address structural barriers to scaling HIV services for these key populations, including those imposed by the new penal code. PEPFAR will continue to advocate for the protection of HIV services, develop a roadmap to address new legal impacts, and focus on young key populations (YKPs) aged 15 to 24. Strategies include accelerating PrEP demand and usage, expanding testing modalities, and maintaining treatment through multi-month dispensing of ARVs. PEPFAR will also strengthen laboratory networks, enhance technical assistance, and invest in health system strengthening. Efforts will improve supply chain performance, integrate digital data systems, and support the MOH in integrating SIHA 2.1 into the SatuSehat Platform. USAID will focus on policy changes supportive of HIV programming, human rights, and addressing stigma, while providing essential technical assistance for developing evidence-based HIV guidelines and regulations.
