Integra’s EE/MELDS Team conducted a final performance evaluation of the Strengthening Electoral Processes and Political Accountability (SEPPA) activity in Armenia, implemented by the Consortium for Elections and Political Process Strengthening. SEPPA aims to strengthen electoral processes and political accountability in Armenia by engaging election management bodies, political parties, civil society actors, and the government and Parliament. The evaluation assessed the achievement of SEPPA’s objectives, captured lessons learned, and presented conclusions based on three key themes: 1) effectiveness, 2) sustainability, and 3) Gender and Social Inclusion. The evaluation showed that SEPPA contributed to positive developments in further consolidating democratic governance in Armenia. The program’s achievements provide national institutions and international partners with a solid foundation to deepen and expand the project’s gains in future interventions.

In addition to the evaluation report, USAID asked the Evaluation Team to design and facilitate an in-person, half-day Recommendations Workshop. In addition to designing and preparing the workshop presentation, logistics, and activities, the team authored a summary recommendations document to allow USAID to utilize the evaluation’s results better. The Workshop was so successful that it was used as a case study for best practices in co-creation workshops for evaluation recommendations within USAID/EE. Though just completed in May 2024, USAID commented, “This has already been one of the most used evaluations we have done, and all relevant parties have been engaged.”
