The United States Department of Labor (USDOL) Bureau of International Labor Affairs (ILAB) mission is to strengthen global labor standards, enforce labor commitments among trading partners, promote racial and gender equity, and combat international child abuse labor, forced labor, and human trafficking. The Office of Child Labor, Forced Labor, and Human Trafficking (OCFT) and the Office of Trade and Labor Affairs (OTLA) initiated five programs in Africa and the Americas to address critical international labor issues.

In accordance with the objectives of the Evidence Act, ILAB sought support to review those programs and selected Integra in 2022. Integra, a contractor familiar with the USDOL Evaluation Policy, was chosen for its ability to mobilize experienced evaluation teams quickly and effectively. Their expertise in extracting and disseminating program insights instills confidence in the evaluation process.

Integra conducted a comprehensive evaluation process, including four performance evaluations (3 interim evaluations and one final evaluation) in Colombia, Ecuador, Ethiopia, Haiti, and Kenya. They also performed a thematic analysis of emerging high-level best practices and lessons learned from the evaluations, ensuring a thorough review. The dissemination of evaluation results to key stakeholders further reassured the quality of the evaluation.
