Integra’s EE/MELDS team is supporting the USAID/Georgia DOC team in assessing public perceptions of USAID, the traditional and social media narrative around USAID programming, and the effectiveness of current outreach activities. The team will then establish a Monitoring and Evaluation Framework to track and assess the performance and iterative adaptation of the USAID/Georgia Communications Strategy. This system will recommend the routine use of surveys, media monitoring, social media monitoring, focus groups, and other methods to evaluate the performance of campaigns and USAID’s overall outreach efforts. Drawing on elements of Problem-Driven Iterative Adaptation (PDIA) and the adaptive management subcomponent of USAID’s Collaborating, Learning, and Adapting (CLA) framework, the EE/MELDS team will support the DOC team in establishing a regular cadence of rapid design sprints, data collection, feedback loops, and adaptation. Based on this analysis, Integra will provide evidence-based recommendations for how USAID can more effectively achieve its strategic communications goals in a complex information landscape.
