MCC Togo Oversight and Supervision
Integra is supporting MCC and the Government of Togo on addressing binding constraints of the telecommunications sector, with an emphasis on voice and internet/broadband access, in preparation for a Togo Threshold Program. As part of this assignment, Integra teamed up with a local consulting firm to conduct a Political Economy Assessment (PEA) in Togo to understand Togo’s ICT environment. The PEA mapped out the national ICT stakeholders that aided the MCC to engage Togolese government leadership as well as both public and private sector leadership in evaluating concepts for ICT sector reform.
The Integra team continues to support MCC and the Government of Togo as they work towards developing a Threshold Program. In this role, Integra is charged with representing and protecting the interests of MCC and does not participate in project implementation. Integra is responsible for reviewing, assessing, and commenting on deliverables produced by the implementors. These deliverables include Management Reports (e.g. inception reports, work plans, quarterly reports and final reports) and Technical Reports (including analytical or narrative reports, policy recommendations, strategy documents, and databases). Integra is also responsible for coordinating and participating in quarterly, multi-disciplinary trips to Togo for the purposes of on-the-ground oversight and supervision. Lastly, Integra is currently managing the recruitment for the MCC Togo Accountable Entity (AE), including advertising, candidate review, technical expert panel (TEP) interviews, shortlisting, candidate communications, and coordination with MCC and the Government of Togo.
