Integra has been providing oversight support for the MCC Togo Threshold Program in implementing the Land Reform for Agricultural Productivity (LRAP) Project and the Increased Competition, Independent Regulation, and Expanded Access in the Information, Communications, and Technology (ICT) Sector Project.

The LRAP Project

Integra’s unique role in the LRAP Project is to provide advisory services to MCC staff and the MCC Accountable Entity in Togo. The project’s goal is to expand Access to land and recognize legitimate land rights in five pilot areas nationwide. It also aims to develop a regulatory framework to implement a proposed land and property code passed in June 2018.

The LRAP project provides the Government of Togo (GoT) with technical assistance based on a comprehensive dual approach to improve the application of the Land Code. Integra is working directly with MCC, OMCA (MCC Accountability Entity in Lomé), and contacts from relevant government ministries to test four different project methodologies across five different test sites across the country:

  1. Mapping and geo-referencing of plots.
  2. Land information management.
  3. Registration of land rights.
  4. Management of land conflicts.

Since June 2022, the Integra team has participated in eight field missions in Togo, meeting with the Implementing contractor team, OMCA, and Government of Togo colleagues to help with work planning and check key deliverables progress.

The ICT Project

The ICT project aims to increase firm efficiencies, productivity, investments, and growth through improved Access to high-quality, reasonably priced ICT services in Togo through:

  1. Increasing competition among existing and future ICT service providers in the sector.
  2. Strengthening ICT sector regulations.
  3. Targeting investments and incentives, where necessary, to increase service in otherwise unprofitable areas.
  4. Support greater ICT utilization.

Integra is serving in an advisory role to review and comment on technical reports produced by the Implementing contractor’s teams. Some of the reports produced to date include a stakeholder engagement and communication plan, a gender and social inclusion plan, a monitoring and evaluation plan, and studies on supply and demand and competition in the ICT sector in Togo.
