The USAID/Ukraine Office of Health requested Integra’s EE/MELDS team to conduct a Mid-term performance evaluation to assess and document USAID/Ukraine’s most significant contributions since the 2019 launch of its Tuberculosis (TB) flagship activity, Support TB Control in Ukraine (STBCEU), an initiative that contributes to the Government of Ukraine’s national TB response. The evaluation also considered the relevant input of other USAID activities: the Health Reform Support activity (HRS); the Safe, Affordable, and Effective Medicines for Ukraine Activity (SAFEMed); and the Bringing Innovations to Treat TB in Ukraine Activity (BIT-TB).

A team of seven international and national TB and evaluation experts conducted this evaluation in a nation with an active conflict. The evaluation’s findings and recommendations (add link to report/brief) are intended to help USAID make mid-course adjustments in its current portfolio. USAID-funded TB activities responded to the needs and priorities of the national TB program, and there was improved access to and quality of TB programs and services in Ukraine. However, the impact of COVID-19 and Russia’s aggression against Ukraine on TB case detection and notification rates in the past three years has been significant, putting funding for TB initiatives at risk. Increased donor support is needed to ensure Ukraine meets its United Nations High-Level Meeting (UNHLM) targets to end TB in the country by 2030.
